Here’s a simple test to try on your own: When it’s hotter than 80 degrees outside, turn on your AC unit, and set it to well below room temperature. Let it run for 15 minutes, then use a thermometer to check just outside the return duct (the area where air flows in to be cooled). Now take a temperature reading just outside the strongest, most easily accessible vent (where cool air should be flowing out). Subtract the second reading from the first. If the difference between these two is fewer than 14 degrees, your HVAC unit might need work.
In very dry climates, evaporative coolers, sometimes referred to as swamp coolers or desert coolers, are popular for improving coolness during hot weather. An evaporative cooler is a device that draws outside air through a wet pad, such as a large sponge soaked with water. The sensible heat of the incoming air, as measured by a dry bulb thermometer, is reduced. Circulating refrigerant vapor enters the compressor, where its pressure and temperature are increased. The hot, compressed refrigerant vapor is now at a temperature and pressure at which it can be condensed and is routed through a condenser. Here it is cooled by air flowing across the condenser coils and condensed into a liquid. Thus, the circulating refrigerant removes heat from the system and the heat is carried away by the air. The removal of this heat can be greatly augmented by pouring water over the condenser coils, making it much cooler when it hits the expansion valve.
Some systems include an "economizer mode", which is sometimes called a "free-cooling mode". When economizing, the control system will open (fully or partially) the outside air damper and close (fully or partially) the return air damper. This will cause fresh, outside air to be supplied to the system. When the outside air is cooler than the demanded cool air, this will allow the demand to be met without using the mechanical supply of cooling (typically chilled water or a direct expansion "DX" unit), thus saving energy. The control system can compare the temperature of the outside air vs. return air, or it can compare the enthalpy of the air, as is frequently done in climates where humidity is more of an issue. In both cases, the outside air must be less energetic than the return air for the system to enter the economizer mode.

The selection of indoor units has one restriction - their total power should not exceed the capacity of the outdoor unit. In practice, however, it is very common to see a multi-split system with a total capacity of indoor units greater than the outdoor capacity by at least 20%. However, it is wrong to expect better performance when all indoor units are turned on at the same time, since the total capacity of the whole system is limited by the capacity of the outdoor unit. Simply put, the outdoor unit will distribute all its power to all operating indoor units in such a way that some of the rooms may not have a very comfortable temperature level. However, the calculation of the total power is not simple, since it takes into account not only the nominal power of the units, but also the cooling capacity, heating, dehumidification, humidification, venting, etc.
All modern air conditioning systems, even small window package units, are equipped with internal air filters. These are generally of a lightweight gauzy material, and must be replaced or washed as conditions warrant. For example, a building in a high dust environment, or a home with furry pets, will need to have the filters changed more often than buildings without these dirt loads. Failure to replace these filters as needed will contribute to a lower heat exchange rate, resulting in wasted energy, shortened equipment life, and higher energy bills; low air flow can result in iced-over evaporator coils, which can completely stop air flow. Additionally, very dirty or plugged filters can cause overheating during a heating cycle, and can result in damage to the system or even fire.
Start with your utility company; they can help a great deal. Comparing previous bills isn't always a good measure, as the weather is never exactly the same month to month. Instead, if you take your energy bill and divide it by the square footage of livable space in your home, don't count areas like unfinished garages or basements -- you can calculate how much you are spending to heat or cool each square foot of your home. Your energy provider can tell you what the average cost per square foot is in your region for that same period of time so you can compare apples to apples.
